Climb to the highest point on Just Cause 2 eight times in a row and float all the way down via paracuhte the second you jump off.
After the eighth jump land as low as possible and grapple to the highest tree closest to you.
Once you do this a small plane should appear.You need to grapple onto this or it will disappear.
Mile High Club - If you go to coordinates X29584 x Y11435 you will find a strip club suspended by dual blimps.
